There are two membership options, Basic and Pro.
A Basic membership costs $19/mo or $199/yr, and gives you access to everything in GameSalad and lets you publish to the GameSalad Arcade.
A Pro membership costs $29/mo or $299/yr and gives you everything in the Basic membership plus the ability to publish to all the different supported platforms.
